[IDD #ITX-397379]: 20220921: GeoColor

I just created a loop of GeoColor images that span the time from
13:36:17 to 16:06:17 UTC, and I see that the images labeled with times
starting at 15:16:17 UTC are are old, or, at least, the position of
the hurricane retrograded to a previous position, and the well developed
eye became markedly less well developed.

Since the GeoColor images that are sent in the IDD are created at CSU/CIRA,
I would think that an NCEP outage would not be the cause of the sending
of old images, but I don't know anything about the processing pipeline at
CSU/CIRA, so I can't be sure.

I will send an email to my contact in CIRA to see if they are aware
of the problem.
