[IDD #MOS-406308]: 20190125: GOES-17 on IDD

January 4 was the day that we flipped the switch and added the GOES-17
data to the SATELLITE (aka DIFAX) IDD datastream.  It has been
"operational" ever since, so it is best to REQUEST it from either/both
of our IDD relay clusters:
