NetCDF is available from our ftp server, ftp://ftp.unidata.ucar.edu/pub/netcdf.
You'll need to use a command line FTP client, as most modern browsers no
longer support the `ftp` protocol. NetCDF 3.6.3 is positively ancient, I might
suggest using the most recent version, v4.9.0, available from
https://github.com/Unidata/netcdf-c/releases
