[netCDF #PDC-255177]: Reporting a bug/missing functionality of the nccopy application

Thank you very much for the detailed report! I have downloaded the files and 
will take a look at the information provided.  I would like to open an issue on 
our Unidata GitHub project page to track this information; would it be ok with
