[IDV #FKX-127756]: Error opening IO/API MCIP file

Hi Neil-

Sorry for the delay in responding.  

The MCIO convention parser was written by a 3rd party and apparently
doesn't support all the versions of these files.  If you can send
me a sample file, I can take a look.
