[IDV #SVV-224705]: IDV - CMC Grib

This may be a windows file system thing, but I have a few questions:

- How are you getting the grib file?  Are you downloading it and
then trying to open it?
- does it contain multiple grib products?
- is the grib file being written to while you are trying to access it
or is it opened by another process? 
- when you say it works later, is this after an exit and restart
of the IDV?
