[IDV #NRB-446352]: IDV - Data Error

There are two possible problems here:

1) the file looks like a TAR file and the IDV cannot look at the tar file.
I'm just guessing that from the name.  If this is a TAR file, you'll need
to un-TAR it and then open the individual files.

2) I've run into a problem occassionally where the nj22 directory where we
cache the grib index does not get created.  Could you look to see if
there is an nj22 directory in your C:\Documents and 
Settings\SWalford\.metapps\DefaultIdv\tmp\
directory?  If not, try creating one and then try to open the file again.
