[IDV #TSR-658482]: IDV - Loading most recent HRV images from EUMETSAT ADDE server 193.17.19.4

If you'd like to try this out, you can download the latest release
candidate from:

http://www.unidata.ucar.edu/software/idv/release/stable

The documentation on this release has yet to be updated, but we've
fixed a bunch of bugs.

The release above may print out the error to the console now, but we'll
work on a better format for the final release.
