[IDV #PUJ-510012]: IDV - Failure to load DEM files

Thanks for the sample.  Does this file load in other software?  For a USGS DEM,
each block should be 1024 characters and where it's failing, the block is
short which is causing the problems.   Just want to make sure other software
handles this before I delve deeper.
