Hi Bill-

Whether or not transparency works in the IDV depends on the order
in which the displays are added to the main window. For example,
if you try to load in the radar first and then the background
image, you could only get the background image to be transparent.

When you reload from the bundle, the order in which the displays
are added will depend on how long it takes to retrieve the data.
Since the radar images are generally smaller, they'll usually get
loaded before other images (e.g., the background image).

At this point, the only work around I have is to open up the
control window and move the vertical position of the radar image
slightly. This has the effect of removing and readding the
radar image which will put it in the correct order for transparency
to work.

We'll look at ways that we might be able to keep the ordering
the same.
