Our IDV comes with a set of map outlines that include Europe, but
they are stored in a binary format, not ascii.  It can also read
ESRI Shapefiles, so if you could find a such a file of map lines
for Europe, you could read those into the IDV or use the
ucar.unidata.gis.shapefile.EsriShapefile class to read them
in.
