[IDD #RTY-317977]: Recent troubles with delayed 18 UTC METAR data over the IDD

The LDMs at the Weather Forecast Offices have the ability to request the 
retransmission of a data-product that wasn't received correctly. The request 
goes into a queue, so it can be a while before it's honored by the NOAAPort 
system.
