[Datastream #BZP-900714]: GOES-17 L2 products

That is correct.  The NWS is (for now) putting GOES-16 L2 products
into NOAAPort only.  This may change as they are trying to see where
they could save bandwidth, and the distribution of L2 products via
NOAAPort is one of the things that they may decide to eliminate, or,
at least, decrease (meaning send fewer of the L2 products).  We got
this directly from the person in NOAA that is in charge of NOAAPort.
