[Datastream #GWC-975899]: Missing Band 2 for GOES-17 since 20190327.2030

Hi Fred,

Another data point mostly for "the files":

The outage you reported for GOES-17 channel 2 images is also
being experienced for channels 7, 8, 10, 14, 15 and 16.  The
tiles for all of these channels are sent on the same half of
the GRB broadcast, so it is most likely that one or the other
of the following is true:

- we have a problem with either the LHCP or RHCP signal on our
  LNB

- nothing is being sent in the half of the GRB that contains
  the missing channels

As soon as we get word back from SSEC, we should have a good 
idea/know which of these two possibilities is the correct one.
