[Datastream #GWC-975899]: Missing Band 2 for GOES-17 since 20190327.2030

Hi Fred,

Full GOES-17 ABI imagery ingest appears to be back up and functioning
correctly.  The "fix" was restarting the ingest software (CSPP GEO).
I did not consider this option earlier because the CSPP GEO log files
showed no hint of any problems.

I'm hoping that I'll be a LOT smarter about how things work versus
how they should work next time!
