I'm sorry CAVE is giving you a bit of trouble. I am assuming you've come across
this page of ours, since you mentioned disabling Ipv6:
http://unidata.github.io/awips2/install/common-problems/#windows-cave-start-up-error

Can you restart your machine and then confirm again, in the settings that IPV6
is
disabled? If so, try restarting CAVE one more time?

Unfortunately, we have not yet tested on Windows 11, so it may be possible this
is
caused from the newer version of OS. If that's the case, it may be a little
while
until we have a solution, because we have yet to start upgrading our own
machines
to Windows 11.

One other alternative that might be helpful for you in the meantime though, we
do
offer a Linux Virtual Machine that can run on Windows. It does have slight
limitations on display RGB composite data (found with satellite imagery), but
other
than that, it should be fully capable. We have instructions for installing and
running that instance here:
http://unidata.github.io/awips2/install/install-cave/#method-1-linux-virtual-machine

Please let us know if any of that is helpful.
Thank you.
