[AWIPS #APZ-232896]: Windows Install

You JAVE_HOME should be set to "C:\Program Files\Java\jdk1.8.0_181"

That's good that numpy and jep installed.

Try changing your JAVA_HOME to the above, remove caveData, and restart CAVE and 
hopefully it should work!
