[AWIPS #APZ-232896]: Windows Install

Can you send me a screencapture of your environment variables? There might be 
an issue with multiple pythons.


I'm also wondering if you installed JAVA after jep was installed was an issue.

Can you try uninstalling CAVE and Miniconda.
Reinstalling Miniconda
Make sure your environment variables are set correctly.
Install numpy and jep.
And then install CAVE?
