[AWIPS #QLB-140418]: Issues Loading RGB & Model Parameters (20.3.2-1)

Sorry for the issue with CAVE, but I think we should be able to get this sorted 
for you no
problem.  Can you please clarify which version of CAVE are you running?  If 
you're not running
the latest release, 20.3.2-1, that we put out last week, can you please 
uninstall your current
version and install the newest version using the link found here:
https://unidata.github.io/awips2/install/install-cave/#method-1-direct-windows-install

If you do have the latest version, or after you've installed the latest 
version, please delete
all references to PYTHONHOME, PYTHONPATH, and JAVA_HOME in your user and system 
variables, as
explained in this this section:
https://unidata.github.io/awips2/appendix/common-problems/#products-not-loading-properly

Once you've done that, it would probably be a good idea to clear caveData:
https://unidata.github.io/awips2/appendix/common-problems/#windows

And then restart CAVE.
This issue you're experiencing is because CAVE is confused about which version 
of python to use.
In the past (previous CAVE installs) we had to have the user install Python and 
Java separately
and then set the environment variables so CAVE could find it.  With our newer 
versions of the 
CAVE installer, we now bundle Java and Python with CAVE, so it has it's own 
version, but it gets
confused when those environment variable still exist.
