[UDUNITS #PIK-524714]: xlink dictionary references for GCM model output re udunits2 and ISO19115



Jack,

The kilogram is in the base-units database because the kilogram is the base 
unit of mass in the SI unit system, which is the default unit system of the 
UDUNITS package.

The names "second" and "sec" are not in the base-units database because that 
database was not designed to hold names, only symbols.

I see no need to revisit these decisions.
