[python #HSE-220221]: read_colortable

You're talking, more or less, about a single color per line. It's really 
simple, but more importantly, it doesn't expose everything you might want in 
terms of replicating some colormapping in Matplotlib. You might also find this 
part of the Matplotlib documentation useful (since that's all MetPy is 
wrapping):
