[netCDF #MLC-256305]: NetCDF 4.7.3 installer via command line has issues

This is an interesting question, and not one we have received before.  The 
configuration we use to create the installer doesn't allow for a silent 
installation, as you've identified, and I would need to play around with it to 
see how to get that functionality enabled.  I will try to do that for our next 
release.  In the meantime, the easiest way may be to copy the files directly 
and modify the user path appropriately.  The installed files do not require any 
registry settings, etc; they are simply meant to be linked against.  If you 
were to copy the files (and included dependencies) to a remote system and 
modify the path, that should allow the user to make full use of them without 
admin rights.
