[netCDF #BSE-943629]: Troubleshooting Installing NetCDF-C

Hello,

It appears that `configure` is failing because it cannot find a `zip` library 
(typically zlib or libz).  You will need to install zlib (or libz) in order to 
get configure to work.  Can you tell me which guidelines you are following? It 
sounds like I need to update them to make this information clear!
