[McIDAS #JGN-249914]: IMGMAKE

Hi Mike,

Quick comment:

I moved some code around in the SCMI utility C file so that IMGPROBE
listings from NPGOESR and local AREA copies made with IMGCOPY match
exactly.  I implemented the change on lead.unidata.ucar.edu, and it
will be included in my v2017b release along with SSEC mods to the
XCD portion of the distribution that they released last week in their
XCD v2017.2 fastrack.

Just an FYI, no action required...
