[LDM #GUQ-669331]: Both Radar and Satellite feeds stopped downloading abruptly

What server? The only one you mentioned was 129.118.186.9 and that resolves to 
mammatus.ttu.edu.

The REQUEST entries will suffice. You can even comment-out the pqact(1) 
invocation in the LDM configuration-file.
