[IDV #GOU-486883]: IDV older versions

Hi Gelles,

Those older versions of IDV have been removed from the server when UCAR changed 
the web infrastructure a few
years ago. I maybe able to find the version 5, do you mind sharing your reason 
to run those older version? In
general, the new version should cover all functionalities of the older version.
