[IDV #JIN-167233]: unablr to read Indian DWR data file

Hi Syed,

After carefully checking the uploaded files, these radar files are not CF 
complaints. The dimensions and coordinate variables are not very
well constructed, we can not build a radial coordinate system based on the 
current situation.
