[IDV #MMV-267913]: IDV will not run with certain language specific settings in WinXP

Guess that's why the "a" in 2.6a3 stands for "alpha". ;-)  Thanks for catching
this problem.

We made a change last week to fix another language issue, but broke what
used to work for you.  I reverted back to the old code and made a different
change to fix the other problem.

In general, what we serialize in the XML is supposed to use English decimal
formatting, but user input and display should use the local language 
formatting.  

Thanks again for finding this problem.  I put out a new nightly build with
the fix.  Please let me know if that doesn't work for you.  Sorry for the
problem.
