It's all based on the decoder.  In the ADDE datasets, the value
that gets stored is whatever is reported in the METAR.  In your
file, some report just altimeter and some report both.  So,
if both are reported, both should be available for plotting. 
We don't calculate one from the other.

I suspect then that WXP is doing a conversion if you can plot
either value at any station.
