[IDV #KSK-919861]: IDV and ARPS

It was a bug in the LamberConformal projection class where the
rho value was getting it's sign flipped on every other point.
So, the resulting longitudes were bad.

The latest nightly build has the fix which you can download
from here:

http://www.unidata.ucar.edu/downloads/idv

Alternatively, you could download the stable 2.4 release and
replace the nc2.2.jar in the installation directory with the
one from:

ftp://ftp.unidata.ucar.edu/pub/idv/untested/nc2.2.jar

I would recommend running 2.4 or the nightly build instead
of 2.3.
