[IDV #WRY-586577]: IDV - Error loading MADIS METARS

Yup.  I'm working on a fix for this but don't know when I'll have
it done.  Any way you can work your Excel magic to put in a 
missing value (e.g. -9999) for the blank cells?  Then just add
it to the header.
