[IDV #BFM-583695]: IDV - webcam display location and loop controls

Sorry for the delay in responding.  We were at a regional workshop
in Oklahoma for the first half of the week.

It doesn't work with the previous release either. ;-)

The bundle knows better, but the programmer doesn't.  Thanks for
finding this bug.  The fix will be in tonight's nightly build.  
We save off two pieces of information in the bundle - the URL of the 
image and the index of the point in the list of points.  The problem
is that the pointIndex took precedence so when we added more web
cams to the list, the pointIndex was invalid.  We now  let the image
URL take precedence if it has been set.
