[IDV #PUJ-510012]: IDV - Failure to load DEM files

The problem is that the version of local-visad.jar that came with
the GEON-IDV is signed with a certificate so it can be used with
WebStart.  I wasn't aware of that, but just confirmed such by downloading
the file from UNAVCO.  The one I sent you is not signed.  Since
UNAVCO has the code certificate, Stuart will have to sign the 
one from my last message and send that to you.

Stu, could you do that for Steve?

The easiest thing at this point is to have Stuart sign the local-visad.jar
with his certificate and then send that to you.  Then just put that
in place and try again.
