[Support #PGN-321105]: IDV jnlp files

This is a problem with the OpenGL driver on Windows, I believe.  If you are 
seeing
this on other platforms, let me know.  Do you have an ATI card? 

There is a (sort of) workaround.  Once you load the bundle, use the 
File->New->Displays to open another display window.  At that point, the first
main map window will be active again.  Not practical, but it does work for me.

In the next release, we are moving to a different sounding display window
which uses Java3D and it seems to have fixed this problem.
