What is the IP address of the machine you are trying to access
this from? To download the files, it will have to be a publicly
addressable system that supports reverse name lookup. See the
section on the FAQ at:
http://my.unidata.ucar.edu/content/software/idv/docs/userguide/Faq.html#faq1_cat2_2
If you send the IP address, I can check our access logs to see if there
are any clues there.
