20041027: IDV - Impossible to launch IDV but i have requirements

The problem is that the IDV does not work with regional/language
settings other than the United States.  This will be fixed in the
next release (at least it won't err out).  Until then, you could
set your regional settings to the United States to test the IDV.
Use the Control Panel->Regional and Language Options from the
Windows Task Bar to change this.
