In that case, since you can't connect to the new idd.unidata.ucar.edu, then 
it's even more likely that a firewall is preventing connections to that host. 
You'll need to work with your network administrator to resolve this issue. 
telnet(1) or ncat(1) are good for demonstrating the ability to connect:

    telnet idd.unidata.ucar.edu 388
    ncat idd.unidata.ucar.edu 388
