[IDD #CIX-410192]: GOES R script

I have attached 4 files to this reply:

pqact.conf_l2  - LDM pattern-action file action that runs L2File.sh
L2File.sh      - processes each L2 product from NOAAPort

pqact.conf_nimage - LDM pattern-action file that runs L2ProdFile.sh on our
                    thredds-test server - this is not set in stone yet

L2ProdFile.sh     - the script we run from pqact.conf_nimage to we are using
                    to create the file hierarchy that you saw in the TDS listing
                    on thredds-test.unidata.ucar.edu during our conversation
