[IDD #ZGZ-500606]: product gap

The decrease in NEXRAD level 3 data was experienced by all NOAAPort ingest
systems feeding into the IDD.  The conclusion from this is that the problem
originated upstream of us (e.g., at the NOAAPort uplink site, etc.), not
in our systems.  Whether or not the problem is fixed is unknown as this
problem did not originate with us.
