Chris,

The PIL is per station, whereas the WMO Id is by the issuing office.

If you are trying to store the reports by the station, use something like:
WMO     ^CDUS4. .... ([0-3][0-9])([0-2][0-9])([0-6][0-9]).*/CLI(...)    
        FILE    data/filename_(\1:yyyy)(\1:mm)\1\2_\4
