[Datastream #YCQ-600015]: GOES17 ABI data on GRB and NOAAPort tomorrow



Hi Pete,

Mike and I just got off a GRB User's Group telecon that was mostly
focused on GOES-17 data.  One of the slides shown restated the NOAA
policy about making GOES-R/S data available.  Here it is:

"Data Sharing Policy
•
Updated Guidance from GOES-R Program Director (8/7/18):
•
First, the guidance thus far: Once the official NOAA/NASA release for an
instrument has been distributed, you may share instrument images/plots
(not data files) from GOES-17 outside the GOES-R Program, however acquired
or processed. This date varies by instrument and the estimated timing of
this milestone is denoted as a yellow diamond on the attached product
validation schedule chart. These posts must contain the caveat:
“GOES-17 Preliminary, Non-Operational Data”. Data files may not be
distributed. These dates are subject to change in conjunction with
testing and validation schedule changes.

Second, the exception: The exception to this guidance is ABI infrared
(IR) channels (bands) 8-16. Even after NOAA/NASA has officially released
ABI IR channel imagery to the public images/plots using these channels may
NOT be distributed, posted on social media, or posted on a webpage until
the ABI data has met Beta Maturity. This is due to the ongoing investigation
of the instrument’s cooling system and characterization of the IR channels.

Before Provisional but after the first image release:
–
All data postings should state: “GOES-17 Preliminary, Non-Operational Data”
–
No sharing of data files
•
When data are Provisional:
–
Continue using caveats on data postings
–
Data are not necessarily operational (ops occurs once satellite is in 
operational
GOES assignment)
–
Sharing of data files allowed
–
Recommended language from the NOAA Office of General Counsel:
–
NOAA's GOES-17 satellite has not been declared operational and its data are
preliminary and undergoing testing. Users receiving these data through any
dissemination means (including, but not limited to, PDA and GRB) assume all
risk related to their use of GOES-17 data and NOAA disclaims any and all
warranties, whether express or implied, including (without limitation) any
implied warranties of merchantability or fitness for a particular purpose."

Given this reiteration of the data distribution policy for GOES-17, our
distribution of the GOES-17 data to you is technically in violation of
the policy to not distribute data files.  BUT, we consider this to be
pretty much nonsense given the NWS distribution of GOES-17 SCMI imagery
in NOAAPort (!), so we will continue to relay the data to you via the
point-to-point IDD feed.  The only thing that I ask of you is to show
restraint in making the data available via your IDD relay.

Sigh!!!!!
