[AWIPS #PHZ-247370]: problems with installing on windows



I'm no expert when it comes to firewalls/networking, but it definitely seems 
that's where your issue is. 

When you look at your inbound/outbound rules do you see "cave" listed? 

When you opened CAVE for the first time did you keep the "public networks" 
button checked (as seen in the attached image)
