[AWIPS #COE-137449]: AWIPS SSL Issue

Yeah, I think your diagnosis is probably accurate.  Do you have any way to 
check if these ports are
open to internet traffic: 9581 and 9582
Possibly you could ask your IT or system administrators if they can open that 
for you?
Those are the ports CAVE and EDEX communicate on.
