I believe that this is exactly what NCEP did for their CONDUIT top level
IDD relay site. I suggest you send an email to Carissa Klemmer
<Carissa.L.Klemmer@xxxxxxxx> and CC their dataflow group,
ncep.list.pmb-dataflow@xxxxxxxx.
