It depends.  Some of the problems encountered during testing indicate a
problem with the netCDF package, while others indicate a problem with
the testing procedure itself.  The later can be ignore, the former
can't.

I'm afraid I've never heard of TNCACPY.  I've CC'ed the primary developer
of the netCDF package (Glenn Davis).  Perhaps he'll have something to say.
