So it appears to now work, getting beyond where it previously failed.  I
don't know why this worked.  I expected to see an error message that would
reveal what went wrong right after the "yacc" invocation, where make failed
before.

To finish the build, it may now be possible to just go back to the
top-level netcdf src/ directory and continue with "make all", "make test",
and "make install".  This should find ncgen already made, so skip the step
where it failed.
