[python #ZFC-450017]: netcdf4 on python3.7

Hi,

You can install this gfortran dependency under Rosetta using Conda or another 
macos package manager, and then install apexpy without wheels. From within your 
Rosetta environment,

  conda install -c conda-forge gfortran
  pip install --no-binary :apexpy: apexpy
