[netCDF #CJI-312428]: Tst_chunks fail

In looking at tst_chunks.c, it looks like it is failing
either when creating a file, or maybe creating a dimension.
It is possible, though unlikely, that the file permissions on
either the directory in which you are building or the nc_test4 directory
are disallowing writing. You might start by checking that.
