[McIDAS #ZEN-523905]: New radar stuff

Hi Rick,

The raw to dBz conversion is defined in the Level II ICD, and they are
different for the "low resolution" (e.g., NxR) and "high resolution"
(e.g., NxQ) products. I commented previously that adjusting the raw-dBz
mapping so that there was a match to the old products might be possible,
but it would open up the possibility of unintended errors. On top of that,
it looks like the Weather Service will be adopting a new set of enhancements
for the "high resolution" products, and I feel that it would be wise for
McIDAS displays of those same products look like other displays of the
same products.

Cheers,

Tom
