[LDM #GUQ-669331]: Both Radar and Satellite feeds stopped downloading abruptly

I guess I should have added that finding what appears to be a problem with
the Ethernet interface being used on rime put on hold my belief that there
is packet shaping going on.  The reason I say this is that NO larger
products had been received overnight on rime, but as soon as I added
the IDS|DDPLUS feed of small products, they were all received with latencies
that dropped pretty rapidly to zero.  We'll know for sure after the issue(s)
with the Ethernet interface/connection have been sorted out.
